For projects, can we consider adding "Marked Reviewed" as a goal state? (also will add to canny)

Use case: Duke's codes manholes themselves and currently have no way of tracking that the manholes are truly complete and ready to go out the door from the projects page.

From what I can tell "customer marked reviewed" does not fit the need for their own team marking reviewed - is that the case?
