Auto-populate Date and Time fields when starting a recording

When a customer downloads Upload Pending inspections locally to the truck and starts a recording, the Date and Time fields are not automatically populated. It would be very helpful if these fields could auto-populate when starting the recording, as manually changing the data is cumbersome and time-consuming.

If an inspection is "started from dashboard" (red button) we do prefill this information.
If the inspection is downloaded, the "Coffee Cup" now auto-populates these fields along with the operator's name.
